Help on Kawahata Fumiaki deer

Hi folks!

I found a nice deer in the Tandeidan Magazin No. 66 on pp. 22 - 27. Unfortunatly I got stucked at step 20. I can not make any sence of the depicted arrow. Can anyone help?
