Herman Van Goubergen - Man Reading Newspaper

I am trying out this set of folds which is posted on origami.com (deep link to diagrams: http://dev.origami.com/images_pdf/readpapr.pdf)

I am able to complete the folds forming the paper and the hand no problem though I am completely flummoxed with steps 7 through 12 to form the basis of the head.

As the PDF is only diagrams and rough drawn i am getting lost

Step 7 is this a hard valley fold to the 1/3 precrease forming 2 new mountains, or are the mountains in step 9 the mountains (thus creating new valleys in step 7)
Step 11 I just don't get at all :(

appreciate any help you can give (explanations, photos, video, link to more accurate diagrams)

Thanks. is the half crimp to the 1/3 line?
