Oops, never mind. I got it, I just didn't know what/how many flaps to pull out.

Can anyone explain these steps? I am sure they are easy, they are just not very clear.

Just release the two flaps and unfold the arrowed flap.

Um, does anyone know how to do step 70? It's really confusing me and I'm frustrated. Please help.

I folded this very recently. If you're having trouble here, you will have a lot more trouble ahead. That being said, this step is asking you to invert the sunken point of the bird base while creating another larger, partial bird-base. You should reverse the very middle crease first -changing it into a mountian. And then you should push the indicated point out towards until you can fold your new point up on the existing valley crease. This is easiest done by reaching within the model and pushing towards yourself. It will feel messy. Complete the bird base using the existing creases. You have to perfom this maneuver several times in the folding process. Good luck!
