Neal Elias's Goat

Hi Having searched for Goat and Neal Elias I thought I'd post a new topic hope that's ok I'm new here.

I am having trouble with Neal Elias's Goat from Robert Harbin's book Secrets of Origami. At step 13 the model won't do what it says it should, has anybody had success in making this model? Can you show me what I am doing wrong please?
