Closing Montroll's Tall Stellated Tetrahedron

Could someone please explain step 24 of this model published on "Galaxy of Origami Stars"? Diagrams don't show anything and just tell you to interlock the flaps to close the model, but I have nothing to interlock.

You should have a tiny flap on each of the 3 lower parts, you can see it to the left of the small diagonal line in steps 22 and 23 (the crease is actually from back in step 4) and the 3 lower flaps lock together only when all 3 are folded in.

That was my problem, I didn't have the tiny flaps, once I got them closing it was easy.
