Help with Noboru plane and a plane question

Hello, new here, and quite new to origami. I need some help from more experienced people. I'm currently trying to make the Noboru propeller plane - got the instructions from a friend, but there's almost 100 steps, and I somehow can't get through step 16 properly. Could someone give it a try and let me know if I'm messing this up or is the diagram wrong? In step 16, the rectangular strip at the bottom seems to be the top layer, but I've tried it a couple of times and it always ends up inside :/

My plane question is - I'm trying to make a plane that will fly straight, a long distance, indoors. I looked around and people seem to recommend gliders (pelican, fisher king, etc) that should be thrown gently, slightly upwards, and at the same time they say world records are set using planes that look like darts, thrown will full force with 45 degrees angle. Which is the way to go?

The simpler the aircraft the better it will fly. If you are looking for performance then you need something that is a simple dart and throw it hard. If you want something elegant you may throw in some more Origami, but it may not fly as well. Michael LaFosse has several books full of elegant paper airplane designs.
