I'm having trouble with step 38...I don't know the reverse fold can't go that far...what do I do?

At first, I thought the same thing: that reverse fold is never going to go as far ad shown in the diagrams. However, it does. It is just crucial to reverse exactly along the hidden line indicated in the diagram (the dotted line). Do not change the angle. I cannot really remember the specifics because it has been awhile since I folded this model.
