I'm having trouble with the feet i dont understand the steps at all 166 and 167 look easy, but then you try it and theres layers blocking it from lying flat. Does anyone have any ideas?

I'm stuck on step 63 of this model. Can anyone explain the "hybrid petal fold" at this step?
