Origami law violation

Hi!

could somebody please explain me why in the Waterbomb tesselation from Ron Resch, the law that says that in an origami CP two adjacent faces never share the same color doesn't seem to apply?. On the following pic, the Waterbomb tessellation is the one on the left.

Im trying to merge different patterns and I'm using this law as an auxiliary tool, since I don't know any other way of merging patterns but by doing it manually, that is, by trial and error. Is there any other way of merging patterns.

It is because the water bomb tessellation is not Flat fold-able without adding extra creases.

The laws only apply to flat fold-able bases.
