Origami Goldfish

I am trying to fold the Ryukin model from Ronald Koh's Origami Goldfish. I am having trouble with steps 10&11. I do them, and the result looks correct but then when I go to the next step there is trapped paper that prevents the squash folds in step 13. Has anyone successfully folded this model and can give me some help?

Don't want you to think you're being ignored...but I don't think a whole lot of folks have this book...it is a model from his book of goldfish, yes?

Yes...the very first one. I think I am collapsing the creases correctly but it looks right, but it makes the next few steps impossible.
