Blooming flowers 2 in Origami Quilts

Hi!
I wanna fold Tomoko Fuses Blooming Flowers 2 from her book Origami Quilts but I dont understand page 56. I get the assembling part but I don't understand the drawings: measurement, the size of 1, the size of 2, jointing unit and (measurement). Can anyone explain to me what they mean so I know which sizes and proportions I need my paper to be in?
