Could anybody please tell me how to do step 27 and 28 on quentin trollip's please 
I assume you're talking about Bald Eagle from Origami Sequence?
You preform it pretty much like a normal open sink. In the part where he says "closed," there are two parts that come together. Keep them together, and treat them as one edge to be sunken in.
