Jorma Oksanen's Compass Rose Variation

At the page http://origamiseiten.de/diagrams/compassr.pdf there is a diagram for a compass rose. On the same webpage there is a picture for the folded compass rose and a variation at https://www.origamiseiten.de/nachg/img16.jpg
Does anyone know if there is a diagram for the variation on the right hand side or figure out how to make it?
It seems to me that it is from some windmill base and then following a similar process that the one for the original Compass Rose. I tried with no luck.
