Step three: Does spot X lie on the EDGE of the paper?
Step six: Does the tip of the rabbit ear "stick over" a little bit?
Thank you.

Yes, the x does exist at the folded edge.
The rabbit ear does not " stick over " .
Mr. Montroll was a bit vague with reference point of the valley fold in Step 1 .
The valley fold appears to be a 1/3rd distance from the center point, to the L tip .
However, in reality, it is more like 28.75 % of that distance , from the center point .
( A calculator & accurate metal rule stick may be essential.)
Just take the distance from center point to L tip, multiply by 28.75 %, to obtain the valley fold distance.
The rest will fall into place, as the x will intersect the vertical center valley fold.
The rabbit fold will be exact.
Or, you can guesstimate 1/3 rd of the distance, make a pinch ( not a complete crease) , then adjust as needed once you try folding it over. ( The adjustment will probably come out to be 28.75 % of the distance.)
Somewhat wordy, but I hope that this helps...
