I still haven't finished a dwarf to my satisfaction, but in the beginning, fold it in four parts each way.
Then fold each outside quarter in half, half again and once more making eighths.
The top half is folded from the middle of the paper up. (sixteen rows)
Now cut off two rows from each side and you will have six parts on the sides and bottom and fourteen on the top, as per my CP.
This eliminates folding thirds (Or fifths)
And on the mountain/valley thing, the first fold on the outside is mountain, then alternate.
Then fold each outside quarter in half, half again and once more making eighths.

thirds are easy to fold, and i don't have to waste paper that way

here is cp with m/v lines. A,B,C,D are the face parts such as mouth, eyes, and beard.

24x24 grid normally that one is modified I think

the one I posted is a 28x28 grid, but it can be folded from a 24 with some slight modifications to the hat.

Here is the dwarf I've folded. The details of the faces are all wrong but I'm pretty happy with the outcome.

It took me a long time to shape because I was too lazy and I'm bussy learning how to play ukulele, is an amazing instrument . Compared with my first try (two images above) this one is much more detailed. I will fold this beautiful model again to see what else can I do with the shaping.
