It's silly to think there is one artist who is best, but I do have artists who amaze me and/or who have elegant designs and/or elegant folding sequences.
If anything, I am interested in those designers and artists who are under-recognized and appreciated. For instance, I think Philip Shen's designs deserve a book and a lot more attention.

Who's the davor guy who made the 3d fish, hedghog and owl? He uses circular folds and amazing curves in his designs. He should get more recognisation.

Roy Iwaki (probably butchered his name)? I don't remember any of those kinds of designs, but he did use curved folds like you mentioned. This is such a ubiquitous topic- there are dozens of folders who could qualify for the "best" folder in a certain genre.
For the supercomplex stuff, Kamiya, Lang, Ermakov, and Skuki Kato are among my favorites. For tessellations, Eric Gjerde and Joel Cooper are really impressive. For modulars, Daniel Kwan is amazing.
Phillip Chapman Bell does some really beautiful curved folding.
So really, it has to be by genre, and it is up to everyone's personal opinion.
