Would it be possible to have a database of origami books available from libraries in th UK or even create like an online origami book library?

I think my library already has something like this. The library in my region may borrow a book from another region, and it doesn't cost me anything. :? I don't think I quite understand what you mean.

If I understood your question correctly there already is an option in the Origami Database that could be extended for your intended usage. At the moment you can find for some of the books if they are available at some Origami Organization Library (f.e. BOS). I'm not quite sure what the underlying structure for this is, but it might be extended to include any library that has the books (I think only Dennis can answer that question).

The only problem (and that's a problem of the ODB in general) is that someone actually has to input the necessary data about which book is available in which library. Without proper maintenance this feature would be pretty much useless.

I have been thinking of adding a search box for 'WorldCat' to the ODB.
Worldcat is a database of library catalogues.

I think you'll find that this is a 'problem' with every database in the world, not just the ODB!! :D

There is also a function in the ODB to allow Societies to say what books are in their libraries, but only the BOS and OUSA have made use of it. It is possible to download catalogues of these libraries from the ODB. Also looking at the book contents will also tell you if the book is in one of these libraries.
