If you look at the CP there are actually markers for where the legs, head, etc. are on the paper.

I don't think you collapsed the cp right... For the back two legs, to collapse the cp it is just a crimp.
The front legs are too long, so there is wasted paper...

Anyways, here are some pictures. I hope they help!

1. Collapsed base

2. Underside of collapsed base

3. Narrow tail and squash

4. Several folds at once...

Yeah, I know about that problem. I've used a pretty generic base for a four-legged creature with enough paper to fold some head details. Nicolas Terry uses this base for quite a few of his models with some variations, f.e. mouse, cat, goblin, ...

You can lock the front legs in place with some internal folds and thus shorten the effective length of the flap.
So long and keep folding ^_^

I know this is an old thread, but I don'y want to create a new one.
I'm having problems with the eyes. That bird base simply doesn't seem to belong there. I feel mountain fold should be valley ones, and the other way around, I can't imagine a bird base on such a tricky location. Any help? Thanks in advance!
Edit: I forgot to mention it's my first try from a crease pattern
Edit2: The central evrical line (from shield to tail) is supposed to be valley or mountain, or both at different sections, maybe it's what is making it so difficult.
