Can someone explain how to turn pleats into wings like these?

What I was thinking of was the three "rows" of feathers on Each wing. How are those done?

There's pleats going in two different directions, perpendicular to one another. In between each row is one pleat, so make those two pleats first. Then, pleat the wings the other direction to make the feathers of each row. Partially open up the wings to space the feathers apart, then go back to the pleats making your rows and fold up the edges of the pleats to sharpen them.

I'd make you a photodiagram but it's dead week, the week before finals! Hopefully someone else can clarify....
