I have some problems in step 28 too because i did something wrong in step 20. I know how to do step 28 but i don't know how to do step 20 correctly. I can make the model look like in diagram almost but i think i do always something wrong. Can someone show some photos of this step please.

I tried to fold this a year or so ago, and I got step 28, (I think, I may have just done whatever looks right), but in step 99 where you flatten the top point down, it is way to small to cover the area shown in the diagram. Does anyone have pictures of the finished model? It also flattens out completely horizontal. It would really help, especially with the heads I guess it doesn't help that I used a large roll of computer paper...

60: the mountain folds are mountain folds on both sides of the paper, it should be familiar because it is very common in more complex origami

61: repeat on the other side

63: you have to make a mountain fold on the right point, originating from where the existing creases and the valley fold intersect.

64: the mountain fold on the right means you just fold the back of the point down.

Could someone please elaborate on step 63 (of the J. Aníbal Voyer diagrams on dev.origami for the three-headed dragon)? I'm trying to fold down the flap that's supposed to go towards the right, but the paper I need seems to be trapped.

**EDIT: Several months later, I've actually figured this out. Somehow, following directions for the heads earlier in the instructions, I had flattened the paper so that one flap was wrapped around another instead of being on top of it. I had to reverse the directions of a couple of folds to layer it correctly. (That may not be clear, but if anybody else on the internet ever has this problem, perhaps this will be a useful hint.) At any rate, three-headed dragons, here I come!

Firelover689: you just take the vertical dashed line and make that lay on the the crease that is at 45 degrees. It's basically a swivel fold. I hope that helps.
